Both fighters weighed in at 139.3 pounds, below the 140-pound limit required by the division and were qualified to fight for the regional belt.
Martin will have a special night in his return home after defeating Mikey Garcia in October and wants to give his best in front of his home crowd to put on a show and also take another step towards his goal of becoming a world champion in the future.
Felix wants to prevent at all costs Martin from being able to celebrate with his people and intends to use all his experience to bring a victory that will return him to the top of the division.
